Some Facts about Education Scenario in Orissa

1 The population of children between 0-6 years of years in Orissa is 5.2 million, which constitute 14.1 % of population (Census: 2001). Various ECCD scheme under Government and NGO are able to reach out to only 19.6% of the 3 – 6 year age group of population. (WCD Dept. GoO, 1997)

1 Article 45 of the Constitution of India envisaged free and compulsory education for all children until the age of 14. Which was to be achieved within 10 years of the framing of the constitution.  
2 The provisions under article 29 of the constitution seek to ensure equity of access to education irrespective of language of caste.  
3  The first national education Policy formulated in 1981 following the recommendation of the Kothari Commission Reports (1964-66) placed and investigation of universalization elementary education within a septic time frame.  
4 The forty-second of the Constitution of India (1976), bringing education under the ambit of the concurrent list required a new sharing of responsibility between the Central Govt and States.  
5 In 1986,New Education Policy adopted by the Govt. of India.  
6 In 1992 again it was modified.  
7 In 1990 we got the World Declaration on Education for all.  
8 In 1993 in Delhi declaration has been given emphasis on partnership between the Central Govt and State Govt, State Govt. and NGOs & CSOs.  
9 Ninety third amendments Constitution bill proposed to make education a fundamental right within the meaning of Article 21a of the Constitution.
